Multi-measures Taken to Improve Quality Supervision of Residential Projects by Ningbo Housing and Urban-Rural Development Bureau
 

In order to implement the deployment of Ningbo Municipal Party Committee and Government to strengthen the quality supervision of residential projects, further standardize their market behavior in Ningbo, fully aware of their responsibility of quality and safety, guarantee the quality, and ensure the healthy development in Ningbo, Ningbo Housing and Urban-Rural Development Bureau (hereafter to be referred as the Bureau) issued the Notice on Implementing the Strengthening Supervision System of Residential Projects to improve quality review.

Enhancing Quality Supervision in residential projects covers the residential projects under construction with major or more quality and safety accidents within a year; it also includes those whose selling price are too close to the land price.

Ten measures are to be taken to tighten up the management as follows.

To tighten up the management and control of construction drawing design. The construction drawing review organization should keep a sharp eye on the construction drawing design review of the “strengthened supervision” residential project; tighten up the design change management, and the major design change should be confirmed by the drawing review organization in case design quality will be weakened through design change; more inspection should be made by the local administration, and the projects with only minimum standard design will be more frequently being reviewed.

More random inspection will be made on the construction quality of the main structure of the house. Local government departments of housing and construction should focus on increasing the proportion of random sampling of concrete strength. In principle, each unit should carry out at least one concrete strength coring test and floor thickness detection supervision; the random inspection of concrete construction records will be highlighted, and spot check should be more than once every two months. If the building units deliberately shorten the concrete curing time to cut construction schedule, they will face severe punishment.

The inspection of illegal behaviors between building enterprises and their sub-contractors will be enhanced. Local government departments of housing and construction should focus on investigating whether the construction projects are directly contracted according to the legal procedures, whether it starts construction in advance, whether it has been taken apart into several smaller projects, whether it violates the provisions of the construction contract or has not been agreed by the general contractor; whether the construction unit has been transferred to other building enterprises or persons; whether the subcontractor complies with the general contracts and gets money directly from the developer.

More spot check of personnel management on construction site will be arranged. The local government departments in charge of construction shall conduct strict random inspection on the qualification, allocation quantity and duty performance of personnel in key posts and special operations; professional contractors’ staffs and their performance will be carefully checked in accordance with the requirements; if the quantity of professional personnel are less than recorded, or not on duty or not performing duties honestly, their behaviors will be severely punished. In principle, the annual random inspection shall not be less than twice.

Building supervision enterprises should shoulder full responsibility of inspection. Spot check on daily working reports of building supervision enterprises shall not be less than once every two months by the local authorities. Special attention should be paid to the completeness of the on-site supervision records, the inspection and re-inspection of raw materials, issuing of inspection notice, rectification of inspection contact notice, and the supervision and audit of project payment, etc., If the building supervision enterprises fail to conform to the laws and regulations, they have to face severe punishment.

More attention should be paid to the inspection of migrant workers' payment. The building units are urged to strictly implement the real name management system for migrant workers, the wage sub account management system and the wage deposit system for migrant workers. The developers should comply with the contract and should not delay the payment for the project, and they should timely remit the full labor costs to the special wage account of migrant workers. Spot checks should be conducted no less than three times a year, especially on occasions such as summer, “two festivals” period, and major activities.

Construction safety management and civilized construction spot check will be highlighted. “strengthened supervision” projects shall be conducted by local authorities at least once every two months; the entry records, quality assurance materials and distribution records of safety protection appliances shall be inspected regularly; special check on the divisional and sub-divisional works with high risk on the construction site of deep foundation pit, high formwork support, lifting and hoisting and so on will be made at least once every two monthly when the above work are under construction. The monthly inspection shall not be less than once. For the divisional and sub divisional works with a certain scale and greater risk, the inspection shall not be less than once a month during its construction period. The spot check should be centered on whether the contractor carries out the construction according to the construction scheme, the implementation of on-site safety protection measures, and the regular self-inspection of the building enterprises.

The supervision and inspection on key sub-divisional works should be emphasized. The construction records and acceptance records of key sub-divisional works should be regularly reviewed by the government departments of housing and construction, based on the actual situation on site. Special attention should be paid on the spot check of pile foundation construction records for the sub-divisional works of foundation, the acceptance records and water storage test for sub-divisional works covering building waterproofing, and the appearance quality for the decoration sub projects.

More work should be done for the quality management of the model rooms for fully-decorated housing projects. In strict accordance with the regulations on quality management of fully-decorated housing projects, the spot survey and inspection of model houses should be carried out carefully; the price evaluation institutions for fully decorated houses shall truthfully carry out the price evaluation of decoration materials, facilities and equipment.

The supervision of fire protection design and construction quality should be highlighted. The “strengthened supervision” residential projects shall follow the requirements of fire protection design review and fire acceptance of “special construction projects”, and each and every one of project fire protection acceptance record shall be inspected. Requirements of “strengthening supervision” in residential engineering are as follows:

Firstly, attention should be paid to deployment. The quality of residential projects is closely related to the vital interests of the people and the overall social harmony and stability. The local authorities in charge of housing and construction should earnestly strengthen leadership, coordinate and fulfill real estate management, quality supervision, cost management, enterprise management, etc., dynamically sort out the residential projects under construction that meet the requirements of “strengthened supervision” in their jurisdiction, formulate implementation plans and refine supervision measures according to the work objectives so as to ensure the effectiveness.

Secondly, law enforcement will be strengthened. Strengthening supervision work should be arranged and implemented hand in hand with daily supervision work; in the process of “strengthened supervision”, all localities should inform the covering units the problems by written notice, who should make rectification and review work without any delay; the credit evaluation system of the construction units should give fully play by deducting credit if rectification is failed and they have to shoulder legal responsibilities if it comes out more seriously.

Thirdly, supervision will be more strictly assessed. Priority will be given to the “strengthened supervision”residential projects in quality and safety law enforcement supervision and inspection. The Bureau will regularly inspect the “strengthened supervision” residential projects  through street patrols and other methods, what’s more, random sampling will be made to supervise the performance of local authorities and management agencies.
