Cyber security is an essential component of national security. Ningbo Housing and Urban-Rural Development Bureau (hereinafter to be referred as the Bureau) conscientiously implements the General Secretary Xi’s important speech on cyber security, establishes and improves the network security mechanism, actively sets up a network security collaborative system, and makes comprehensive deployments to ensure Cyber Security in the line of housing building.

Making deployments and reassuring the responsibilities.

On June 21st, the Party group of the Bureau studied together the "Implementation Measures for the Party Committee (Party Group) Network Security Work Responsibility System". They listened to a special report on cyber security, made analysis of the current network security situation, emphasized the need to focus on network security, and strictly implemented the principle of "the person in charge should be responsible, the person in charge of operation and maintenance should be responsible, the person using network should be responsible". The main responsibility should be laid on both industry and its cyber security. And the building unit should be more aware of its responsibility.

Improving mechanisms and taking comprehensive measures.

To establish a leading group for network and data security and informatization work, revise and improve systems such as Ningbo Housing and Urban Rural Development Bureau's Network and Information Security Emergency Plan, and clarify the process for handling cyber security issues. To establish a comprehensive network security picture and improve the network security notification mechanism. To strengthen network security technology protection measures by establishing a network security dynamic perception platform, increasing the introduction and training of professional technical talents, forming a network security team in the field of housing and construction, effectively leading to network security and data security.

Promoting collaborative governance through more practices.

Targeting at key industries and critical links, on June 27th, the Facilities Center and the Data Archives Center of the Bureau jointly held a cyber security drill for the media department of lighting industry in Ningbo. The event took place in key media department buildings in the two core areas of the urban area, with municipal lighting management departments and lighting management departments in Zhenhai, Beilun, and Yinzhou districts. Each drill unit simulated the emergency response and handling of actual network security incidents according to the drill plan. The drill personnel responded quickly and cooperated closely with each other. They responded effectively to simulated network security attacks, fully demonstrating the industry's ability and technology to tackle with network security incidents. What’s more, Tu Chengyi, Cyber Security Expert, was invited to give a special lecture, analyzing common network attack methods and their covering protective measures, and moreover, response strategies were shared together with practical cases.

The joint exercise on media department’s cyber security in the lighting industry in Ningbo provided practical experience for cyber security in the field of house building, further enhancing emergency response capabilities and offering strong support for the long-term development of building industry in Ningbo.
