Village and community cadres are the "leaders" of rural revitalization and the "big butlers" of farmers. They are the bridge connecting the Party and the masses. They play important roles in doing work in rural areas. In order to fully play the role of community full-time workers and village cadres in village governance and construction, since the beginning of the new year, Yuyao Branch of Ningbo Housing Provident Fund Management Center (hereinafter to be referred to Yuyao Branch) has been focusing on practical work by taking the initiative to implement and actively carry out the handling of the village and community cadres' provident fund, solidly promoting the special action of "consolidating grassroots, serving grassroots, and caring for grassroots", opening housing provident fund special accounts for village and community cadres in various townships and administrative streets in Yuyao City, continuously covering more clients in the system of housing provident fund.

Firstly, in-depth research has been conducted so as to draft plans. The leaders of Yuyao Branch have made multiple on-site visits, discussions, and other methods to investigate the housing provident fund contribution situation of village and community cadres in other counties, cities, and districts for reference. They have accurately investigated and learned from their experience. Based on the current situation of village and community cadres in Yuyao, they have developed a housing provident fund payment plan, which has been in line with local conditions and easy to promote and implement.

Secondly, attention has been paid to coordination with administrative departments and implementation of rules. Multiple communications with relevant departments regarding the specific matters related to the pension contribution base, pension contribution ratio, and pension contribution method of village and community cadres, and special meetings have been convened to discuss and clarify the pension contribution base, pension contribution ratio, and housing fund transfer channels, ultimately leading to the forming of specific implementation guidelines. Each township and administrative street have been guided to obey the rules accordingly so as to effectively and orderly promote the comprehensive establishment and implementation of the contribution to the pensions.

Thirdly, better services have been provided. The enthusiasm of staff at various branches of Yuyao Branch have been motivated in an effort to overcome practical difficulties such as wider coverage, tight time, and heavy tasks in the pension contribution of village and community cadres. Within one week of the issuing of documents, works such as the opening of provident fund accounts, adding personnel, collecting funds and so on have been done with high quality and in time. At the same time, great efforts have been made to improve the overall level of housing provident fund management services, ensuring follow-up service and better building industry image.

Along with wider coverage of the housing provident fund, more village and community cadres can benefit from housing provident fund policy, which will play an active role in attracting outstanding talents and stabilizing the grassroots cadre team. At present, all 21 townships and administrative streets in Yuyao City have opened accounts for housing provident fund for their employees, whose monthly deposit amount reaching 1.3607 million yuan, benefiting more than 2,000 community full-time workers and village cadres so that they may truly enjoy favorable housing provident fund policies in terms of salary, housing and retirement pension, further enhancing their sense of achievement and happiness as well as their enthusiasm, who will ultimately in turn making more contribution to the rural revitalization.
