On-site Promotion Meeting Held to Implement “Four Reals” Management in Building Industry in Ningbo
 

The on-site promotion meeting for the implementation of the “Four Reals” management in the construction field of Ningbo was successfully held on April 18th at the SG02 section project site of the third phase of Hangzhou-Ningbo Expressway in Beilun District. Leaders from Department of Human Resources and Social Security of Zhejiang province, Ningbo Municipal Government, as well as covering chiefs from Ningbo Human Resources and Social Security Bureau, Ningbo Public Security Bureau, Ningbo Housing and Urban-Rural Development Bureau (hereinafter to be referred as the Bureau), Ningbo Transportation Bureau, Ningbo Water Resources Bureau, and other departments, along with deputy leaders from various districts (counties, cities) and representatives from key enterprises, totaling over 260 people, gathered together to jointly explore new paths for labor employment management reform centered on “real names, real wages, real cards, and real working time”, injecting strong impetus into eradicating unpaid salaries and promoting high-quality development in the construction industry.

Handling unpaid salaries is a critical project and a key measure for leading in demonstrating common prosperity. Since last year, Ningbo has taken the lead in piloting the "Four Reals" management reform in 65 ongoing projects. Innovative measures have been taken such as electronic employment agreements, employee attendance, and the "Ningbo Salary Precision Management" platform and so on, achieving real-time sharing and precise traceability of employment data, leading to the initial establishment of a “penetrative” supervision system, providing a replicable “Ningbo model”for Zhejiang province.

Being in charge of the field of housing and municipal construction, the Bureau has always regarded addressing unpaid salaries as the core task of safeguarding the rights and interests of migrant workers and maintaining social stability. The innovative practice of "Four Reals" management have been actively promoted in the field of housing and municipal construction.

At the meeting, Pan Boliang, Member of the Party Group and Chief Engineer of the Bureau, on behalf of the Bureau, made commitment by fulfilling “five enhancements”. Firstly, source governance would be enhanced by the initial introduction of the market behavior supervision and hand-over system for housing and municipal construction projects, proactively informing the construction company that they have to manage seven items including real-name management of construction workers and protection of migrant workers' rights and interests before project commencement, so as to meet the requirements of “standardization and protection from the very start”, and further improving the full-process management mechanism for wage payment failure. Secondly, more attention would be paid to process control by different methods, including earnestly fulfilling the industry supervision responsibility, continuously cracking down on illegal and irregular behaviors such as different forms of “subcontracts”, and serious salary delay in the housing and municipal construction field would be taken as an indicator of the credit evaluation system and have to face legal and regulatory punishment. Thirdly, joint handling would be made by strengthening collaboration with human resources and social security, public security, and courts in the prevention and control of delay payment for migrant workers, leveraging the “dual investigation” approach, and imposing market behavior checks, enterprise credit deductions, business restrictions, and city-wide differentiated supervision on the covering enterprises who have already been burdened with administrative penalties for unpaid salaries from Ningbo Human Resources and Social Security Bureau, establishing a new overall pattern in wage arrears handling. Fourthly, digital empowerment would be adopted by information sharing between APPs of “Ningbo Construction Code” and “Ningbo Salary Precision Management”, enabling construction enterprises to selectively employ honest workers and allowing construction workers to choose quality enterprises. Advanced technologies such as dual-camera one would be taken to precisely record on-site attendance data so as to promote refined management of construction market behavior. Last but not least, migrant workers’ payment would be guaranteed by fully implementing measures to ensure project payment, promoting process settlement during construction and the pre-payment of unquestioned parts in final settlement.

The deputy heads of Ningbo Transportation Bureau and Ningbo Water Conservancy Bureau, as well as the head of the human resource department of the promotion project, successively made speeches.

Huang Guoliang, the second-level inspector of the Human Resources and Social Security Department of Zhejiang Province, highly affirmed the achievements of the “Four Reals” management practice in Ningbo and put forward four requirements for the following work: Firstly, great efforts should be made to the responsibility and accurately grasp the significant meaning of the “Four Reals” management mode, take it as the core approach to address late salary payment problems, and spare no effort to solve them. Secondly, more efforts should be made to coordinate and collaborate with other departments, establish and improve the working coordination mechanism, promote the information sharing and communication and collaboration among departments so as to form a working synergy. Thirdly, more advanced digital technology should be adopted by continuously optimizing the digital supervision platforms such as “Online Protection for Construction Workers” with big data and artificial intelligence technologies to achieve dynamic early warning and precise management. Fourthly, all localities and departments should truly enhance their sense of responsibility and mission, take the “Four Reals” management as an important approach to address wage arrears, and promote the full implementation of the “Four Reals” management measures and corresponding work standards in new projects.

The meeting called on all corresponding government departments work with construction enterprises, promote the “Four Reals” management reform with higher standards, effectively safeguard the legal rights and interests of migrant workers, and makes more contribution in Ningbo's efforts to build a “city with no unpaid salaries” and leads to common prosperity.
