Ningbo Housing and Urban-Rural Development Bureau Ranks Top Third in Newly Released Online Response Government Department in the Third Quarter in Ningbo

The acceptance rate of posts is 99.9%, and the response rate reaches 97.8%.

The top three of comprehensive scores of government response of government departments are Ningbo Public Security Bureau, Yinzhou Administrative District, and Ningbo Housing and Urban-Rural Development Bureau.

86 departments have responded to each and every netizens’demands.

443 posts’lights turned to red (whose covering government failed to make response for a long time), accounting for 2.2%.

The marks for Ningbo's online governance in the third quarter has been released recently. A total of 20.180 messages were posted on Ningbo People’s Livelihood E-point from July to September this year, including netizens’inquiring, complaining, suggestions, likes, seeking help, etc, who were handled by various online government departments, 19,729 posts were addressed and were given response to, with an acceptance rate of 99.9% and a reply rate of 97.8%. 4,764 appeals from netizens were sent to the Party Secretary and Mayor's message box, of which 4,143 messages were publicly accepted, with a acceptance rate of 99.9% and a response rate of 97.4%.

According to the “Work Measures for Handling Online Livelihood Demands in Ningbo”and the "Detailed Rules for Supervision and Assessment of Handling Online Livelihood Demands in Ningbo" (hereinafter referred to as the "Assessment Rules"), the top ten comprehensive scores for online governmental acceptance go as follows: Ningbo Public Security Bureau, Yinzhou Administrative District, Ningbo Housing and Urban-Rural Development Bureau, Ningbo Rail Transit Group, Jiangbei Administrative District, Beilun Administrative District, Zhenhai Administrative District, High Tech Zone Management Committee, Cixi Administrative City, and Haishu Administrative District; The top ten government offices who have responded to appeals are Yinzhou Administrative District, Haishu Administrative District, Ningbo Public Security Bureau, Jiangbei Administrative District, Beilun Administrative District, Fenghua Administrative District, Cixi Administrative City, Yuyao City, Zhenhai Administrative District, and Ningbo Rail Transit Group.

In order to facilitate netizens' supervision of the response efficiency of various online departments (territories), the Ningbo livelihood e-Point public message board implements a four-color "lights" system for posts: posts that receive a response within 3 working days will be marked with a green light; those within 5 working days will be marked with a yellow light; If the response exceeds 5 working days, it will be marked with a gray light; For those who have not replied, a red light will be marked.

In the third quarter, 14,602 posts received quick responses from relevant government departments and were marked with green lights, with a green light rate of 72.4%. Among the 106 online government departments, 34 departments had a 100% green light rate, an increase of 6 compared to the previous quarter. 86 departments responded to all netizen's requests, no posts were marked with red light, an increase of 13 compared with the previous quarter. However, there were still 443 online posts marked red light, reaching 2.2% of the red light rate. 20 departments did not reply to the covering posts. The top three departments responsible for posts marked with red light are Yinzhou Administrative District, Haishu Administrative District, and Yuxi Administrative City.

According to the "Assessment Rules", those who receive likes from netizens and media for their quick response or practical resolution would be rewarded with corresponding bonus points; Those who are criticized by netizens or the media will be deducted points accordingly, mainly due to the following reasons such as “not making the right answer”, “transferring the question to the subordinate unit”, “failure to the promise”. In the third quarter, the government departments received significantly more bonus points than penalty points in terms of response quality, Ningbo Public Security Bureau receiving the most bonus points while Yinzhou Administrative District receiving the most penalty ones.

In order to address the urgent and difficult problems faced by the citizens, it is clearly stipulated in the "Assessment Rules" that those who take the initiative to solve complex and difficult livelihood issues across regions, departments, and levels are able to obtain additional points. In the third quarter of this year, 34 complex and difficult livelihood issues, including basement leakage in Yaohaiyuan North District of Qianwan New District, inability to use solar water heaters after delivery in Luyuan Community of Gaoqiao Town, and raised road surface of Xuexue Road, were effectively dealt with or solved.

The leading departments involved include Ningbo Housing and Urban-Rural Development Bureau, Yinzhou Administrative District, Haishu Administrative District, Jiangbei Administrative District, Qianwan New Administrative District of Ningbo, Fenghua Administrative District, High tech Zone Management Committee, Ningbo Rail Transit Group, and Cixi Administrative City (listed number based on the number of solved problems).

At the same time, the "Small E-Help Team" of the Livelihood e-Point continues to track hot issues related to people's lives, especially for "long-existed and difficult to deal with" problems and "red light" posts that have not received a response for a long time, keeps on making efforts in following-up and rectification. More than 300 related issues have been followed up by Ningbo Daily, China Ningbo Network, and Yongpai Client.

The integrated media interactive interview program "E-Eye Consultation" launched by Yongpai Client in collaboration with Ningbo Daily and Ningbo Livelihood E-point focuses on social concerns and management blind spots, such as being unable to step on school sports fields and the safety hazards of urban night riding. Relevant government functional departments, industry experts, commentators, netizens and so on have been invited to face the music and discuss measures together to address and solve problems.
