On the afternoon of Jan. 15th, Ningbo Housing and Urban-Rural Development Conference was held. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the attendees thoroughly studied the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and General Secretary Xi Jinping's important speeches on the inspection of Zhejiang and Ningbo, conscientiously implemented the spirit of the Central and Provincial Economic Work Conference and the National and Provincial Housing Urban-and-Rural Development Work Conference, reviewed and summarized the work in 2024, and comprehensively deployed the construction in Ningbo in 2025. The instructions of Vice Mayor Yang Yong on the housing and urban-rural construction work of Ningbo was conveyed in the conference. Wu Yaoming, the Party Secretary and Director of Ningbo Housing and Urban-Rural Development Bureau (hereinafter to be referred as the Bureau), delivered a work report in 2024. The meeting was chaired by Huang Yulin, Member of the Party Group and Deputy Director of the Bureau, and all members of the Bureau's leadership team attended the meeting.

It was pointed out at the meeting that in the past year, under the strong leadership of Ningbo Municipal Communist Party Committee and Ningbo Municipal Government, Ningbo housing and urban-rural Development Bureau and Ningbo building enterprises remained confident and steadfast, driven by the transformation towards "three modernizations", they strived to boost the economy, take the opportunities, prevent the risks, and benefit the people, making efforts to contribute to economic development and improve people's well-being. Over the past year, the housing and urban-rural construction economy has been stable and progressive, as the real estate market has stabilized and rebounded, housing security has been expanded and extended, urban renewal has been steadily and orderly advanced, while urban construction has been going up efficiently and urban refine management has continuously improved, leading to the smooth transformation and upgrading of the construction industry. A significant achievement has been made on the new journey of high-quality development in housing and urban-rural construction as the bottom line of safety and stability has been consolidated and been ensured while reforms in the housing and urban-rural development field have been deepened and the responsibility for Party governance and discipline has been tightened and solidified.

It was emphasized in the meeting that it was essential to deeply understand and grasp the important connotations and requirements of the "24-character" guideline proposed at the Central Economic Work Conference, the "three major areas of reform" stated at the National Housing and Urban-Rural Development Work Conference, and the "three quickens and three musts" put forward by Ningbo Municipal Party Committee regarding housing and urban-rural development. We should resolutely implement the arrangements and deployments of the central, provincial, and municipal authorities on housing and urban-rural development work, and fully promote its high-quality development in Ningbo.

2025 is a crucial year for further comprehensive deepening of reforms and advancing Chinese-style modernization, and it is also the final year of the 14th Five-Year Plan. The housing and urban-rural development official departments and enterprises of Ningbo must fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, practice the people-oriented concept of city development, earnestly implement the "three more" and "five better" goals of Zhejiang provincial party committee's plenary session and the "three new" and "three modernizations" goals of Ningbo municipal party committee's plenary session, quicken the establishment of a new model for real estate development, vigorously implement the urban renewal, deepen the planning of major projects, promote the industrialization, digitalization, and greening transformation of the construction industry, strengthen the refined management of cities, systematically advance the construction of good houses, good communities, good neighborhoods, and good urban districts, strive to build livable, resilient, and smart cities, give full play to the fundamental supporting role of housing and urban-rural development in economic and social development, promote the common prosperity and development of urban-rural areas, and continuously meet the people's expectation for a better life with practical actions. Special attention should be paid to the following four key areas.

Firstly, continuing efforts would be made to promote high-quality development in the real estate sector, especially in terms of stabilizing expectations, expanding domestic demand, and preventing risks to ensure the stable and healthy development of the real estate market. To promote the construction of "good houses", based on the standards of safety, comfort, greenness, and intelligence, we would systematically improve the quality of residential buildings from aspects such as good design, good construction, good materials, and good services, thereby to expand the pilot program for high-quality residential areas to better meet the housing needs of residents for both basic and improved living conditions. We will accelerate the development of affordable housing and strengthen low-income housing at different levels, including "a bed, a room, and a house", to create important and exemplary achievements for common prosperity.

Secondly, continuous focus should be made on major projects planning and urban quality improvement. A number of high-quality and high-benefit projects are to be built to make up for the weaknesses of urban functions and enhance urban quality and level. We will vigorously implement urban renewal, comprehensively promote the optimization of urban structure, improvement of urban functions, and enhancement of urban quality. We will strengthen the construction and renovation of urban infrastructure, focusing on key areas such as improving people's livelihood, ensuring urban safety, and having significant investment-driven effects, and intensify the construction and renovation efforts to comprehensively improve the level of urban infrastructure. We will comprehensively deepen urban refine management, improve the urban refine management system and enhance the ability of urban refine management.

Thirdly, more efforts would be made to ensure the transformation and upgrading of the building industry. The development of intelligent construction would be viewed as the key path to promote the high-quality development of the construction industry and fully promote the transformation of the construction industry towards industrialization, digitalization, and greenization. The application of new energy in buildings should be highlighted. Transformation of new energy in cities as a driving force may lead to effective control of the growth trend of building energy consumption and carbon emissions. It is of great importance to develop new productive forces in the construction industry featured with intelligent construction, taking advantage of the reform of construction methods. The "two new" work in the housing and urban-rural development field should be steadily advanced, classifying and promoting the renewal and transformation of safety equipment, environmental protection equipment, people-benefiting equipment, and new energy equipment, so as to further expand domestic demand, benefit the people, and ensure safety.

Fourthly, more efforts would be made in deepening reforms in the housing and urban-rural development field. Focus would be put on improving mechanisms, systems, and law, and striving to achieve "integrated intelligent governance" from multiple dimensions such as digital empowerment, system reconstruction, process reengineering and institutional reshaping. Attention would be paid to promote the digitalization, networking, and intelligence of housing and urban-rural development, firmly taking advantage of this important trend so as to accelerate the upgrading and implementation of "Digital Housing and Urban-Rural Development". The business environment in the housing and urban-rural development field would be optimized and the reform of value-added government services would be deepened. We would do a solid job in housing and urban-rural development legislation, and deeply carry out industry supervision and governance to promote the standardized and orderly development of all industries in the housing and urban-rural development field. We will comprehensively promote further deepening of reforms in the housing and urban-rural development field, and promote the high-quality development of housing and urban-rural construction from the perspective of reform.

It was emphasized in the meeting that it was of vital importance to strengthen the comprehensive leadership of the Party and Party building. We will deeply implement the general requirements for Party building in the new era and the Party's organizational line in the new era, consolidate and deepen the results of Party discipline learning and education, and continuously deepen the comprehensive and strict governance of the Party. We will take the Party building as the leading force for all work in housing and urban-rural development, comprehensively and systematically forge a "housing and urban-rural development iron army", deepen the introduction, cultivation, retention, and utilization of talents in the housing and urban-rural development industry, and consolidate and deepen the results of Party discipline learning and education. Special activity of "striving for excellence, creating samples, and writing new chapters" would be carried out to boost morale and efficiency, focusing on key links such as work implementation, service improvement, efficiency enhancement, morale transformation, and ecological optimization, and comprehensively promote the morale and efficiency in the line of housing and urban-rural development.

Five units delivered speeches to exchange their viewpoints, including Ningbo Municipal Facilities Center, the Construction and Transportation Bureau of Zhenhai District, the Housing and Urban-Rural Development Bureau of Beilun District, the Housing and Urban-Rural Development Bureau of Yinzhou District, and the Housing and Urban-Rural Development Bureau of Cixi City, attended by officials from corresponding government departments, including deputy directors and higher officials of all departments of Ningbo Housing and Urban-Rural Development Bureau, members of the leadership of affiliated units, deputy group leaders of the Discipline Inspection and Supervision Group stationed in the bureau; persons in charge of housing and urban-rural development affairs, housing provident fund sub-centers, and housing collecting departments of all districts (counties, cities), the Qiantang New Area, the High-tech Zone, and the Dongqian Lake Development Zone.
