On June 7th and 8th, a team of Zhejiang Housing Use Safety Management Center (hereinafter to be referred as the Center) went to Ningbo to conduct a survey on housing safety appraisal and management.

The research team went deep to learn the development and industry management of the housing safety appraisal industry in Ningbo, focusing on filings of appraisal institutions, training of appraisal institution personnel, and system establishment and so on. They also made discussions on how to standardize the appraisal market. Institutions such as Ningbo Housing Safety and Property Management Center, Zhejiang Ninggong Testing Technology Co., Ltd., Zhejiang Engineering Survey and Design Institute Group Co., Ltd., and Huazhan Engineering Research and Design Institute Co., Ltd. respectively gave special reports and provided suggestions and opinions on the existing problems and difficulties.

The research team fully approves the management of housing safety appraisal in Ningbo and believes that Ningbo takes the leads in Zhejiang Province in many areas such as daily management, business training, technical competition, and industry self-discipline of housing safety appraisal institutions, and many practices in Ningbo are worth being promoted in the whole province. The research team emphasized that the development of appraisal institutions has been highly valued after the accident in Changsha on April. 29. Zhejiang Housing and Urban-Rural Development Department would issue measures on the management and implementation of housing safety appraisal institutions in the near future.

It is expected to seize the opportunity and quickly introduce evaluation standards for the capacity of appraisal institutions and a unified digital management platform, along with hierarchical and real-time management, moreover, the professional behavior of housing safety appraisal institutions would be strictly regulated so as to build a firewall for housing safety. Besides the standardized behaviors, more work would be done to expand the business in the line of housing safety appraisal, housing quality diagnosis business are to be promoted so as to guide the industry's innovative development and honest appraisal, to serve the upcoming era of stock housing, and urge the healthy and sustainable development of the housing safety appraisal industry.

The team also conducted on-site visits to Zhejiang Ninggong Testing Technology Co., Ltd., Zhejiang Huazhan Engineering Research and Design Institute Co., Ltd., Zhejiang Engineering Survey and Design Institute Group Co., Ltd., Zhejiang Greentown Oriental Architectural Design Co., Ltd., and other companies.

Many government administrative officials and experts attended the survey, including Huang Yulin, Member of the Party Leadership Group and Deputy Director of Ningbo Housing and Urban Rural Development Bureau, and relevant leaders of Ningbo Property and Housing Management Office, Ningbo Housing Safety and Property Management Center, Yuyao Housing and Urban Rural Development Bureau, and some appraisal institutions.
