In order to thoroughly study and implement the important speeches and instructions of the General Secretary Xi on building a strong and safe net and a digital China, deepen the establishment of the "three teams" in the housing and urban-rural development system, and accelerate the implementation of the "digital housing and urban-rural development " application of Ningbo Housing and Urban-Rural Development Bureau (hereinafter to be referred as the Bureau), on September 6th, the "Officials Empowerment Think Tank Lecture Hall" of the Youth Practice Study Society of the Bureau and the "Chao Yong" Youth Theory Learning - "Digital Housing and Urban-Rural Development " Seminar were convened by the Bureau, attended by more than 30 youth representatives from the Bureau and members of the Youth Theory Learning Group of affiliated units.

A systematic study was conducted in the seminar, covering what digital China is, the significance of digital China, the practice path and promotion of digital China. The "14th Five Year Plan for Housing and Urban-Rural Development Informatization" was interpreted, whose overall goal is to empower "new urban construction" with new technologies and put "new infrastructure" into practice with "new urban construction", deepen the comprehensive application of BIM and CIM technologies in the fields of housing and urban-rural development, and establish a digital housing and urban-rural development integrating data, systems, and services so as to serve the people. The seminar focused on the establishment of an integrated digital housing development system, collecting business supervision and service needs, accelerating the digital development of engineering construction project approval management, housing management, intelligent development of urban municipal infrastructure, building industrialization, urban operation management, urban examination, village and town construction, etc., and 11 system development projects were proposed in the form of columns to support the leapfrog development of housing and urban-rural development informatization.

Many work have been done on reform and innovation.

In recent years, the Bureau has conscientiously implemented the work deployment and work requirements from Zhejiang province and Ningbo municipal government. Led by reform and innovation, the Bureau has strengthened the top-level design and overall layout of "digital housing and urban-rural development ", planned and formulated a digital overall framework for the housing construction field, built a "housing construction brain" and "housing construction data warehouse" with high standards, and a series of digital application scenarios such as housing management, engineering management, and safety management have been put into practice, comprehensively enhancing the overall, systematic, and collaborative nature of "digital housing and urban-rural development".

"Housing construction brain" and "housing construction data warehouse" are the data foundation and capability center of the entire "digital housing and urban-rural development", having achieved a unified data center, unified application support, unified business collaboration, and unified decision-making center in the housing construction field, promoting the sharing and utilization of data across departments. As for housing management, focusing on the supervision and services of the real estate industry, a closed-loop management of the entire life cycle have been in operation, including housing transactions, housing rentals, housing security, property services, housing safety and housing acquisition. In terms of engineering management, the "digital housing and urban-rural development" has promoted the two-way linkage between the construction market and the construction site, achieving business collaboration and integration of engineering construction, as well as precise risk prevention and control, moreover, the application of "Yong Concrete Code" and "Yong Construction Code" have achieved good results. It have made positive influence on safety management, especially on the intelligent management of urban safety operations, such as smart gas, smart municipal engineering, smart pipe gallery, and smart construction site application scenarios, deepening IoT perception and early warning monitoring.

The young government officials in the building field were gathered to discuss strategies to optimize and upgrade "digital housing and urban-rural development".

Based on the current status of digital development in their own units and industries, the attending youth focused on the "four good" construction of good houses, good neighbourhoods, good communities, and good urban areas, actively made view exchanges and jointly explored effective paths for the upgrading of "digital housing and urban-rural development" by the Bureau. Firstly, innovative technologies should be applied. Information technology such as GIS, BIM, AI, and big data should be fully taken advantage of to explore the application of new technologies in the digital housing and urban-rural development, leading to industry development through innovation. Secondly, it is necessary to coordinate construction data resource system. As data resources are the core element of "digital housing and urban-rural development", it is critical to boost the establishment of data resource system in the field of housing and urban-rural development, improve management mechanisms, promote data aggregation, governance and sharing, enhance the scale and quality of data resources, and fully showcase the value of data. Thirdly, more work should be done to enhance the effectiveness of digital development. In the process of promoting "digital housing and urban-rural development", it is essential to be problem-oriented to solve practical problems through digital means, and enrich the user experience and upgrade efficiency of digital applications.
