In order to fully implement the spirit of No. 239 Document in 2019 of the Ministry of Industry and Information Technology "Several Opinions on Promoting the High-quality Development of the manufactured sand Industry", Ningbo Building Materials Management Center actively carried out various work from the aspects of manufactured sand ’s industry development, capacity improvement, standard system construction, improvement of the digital supervision platform, inspector training, etc., in accordance with relevant requirements, so as to vigorously promote the high-quality development of the manufactured sand ’s industry in Ningbo, which have significantly increased the production capacity and quality of the manufactured sand, providing a solid guarantee to comprehensively promote the project progress and project quality and safety in Ningbo.

Firstly, to be more aware of the importance of promoting the sustainable development of the manufactured sand industry. In view of the new situation and new changes in the development of the manufactured sand industry, it is proposed that the high-quality development of the Industry must follow the "four consciousness" principles (namely, quality consciousness, digital consciousness, rule consciousness, and environmental protection consciousness), and the expert team should be convened to carry out publicity and implementation training on the new national standard of "Construction Sand" (GB/T 14684-2022), the "Technical Specification for Production of Manufactured Sand in Ningbo" and the "Technical Specification for the Application of Manufactured Sand Concrete in Ningbo", what’s more, extensive exchange of experience in the production and application of manufactured sand have been made, which actively promoted the high-quality development of manufactured sand industry in Ningbo.

Secondly, manufactured sand industrial standard system should be promoted to fundamentally and thoroughly solve the problem of the development of manufactured sand industry. Taking the opportunity of revising and improving the two local standard systems of Ningbo Manufactured Sand Production Technical Regulations and Ningbo Manufactured Sand Concrete Application Technical Regulations, powerful technical guidance would be provided for the machine-made sand manufacturer and application enterprises, those enterprises who have not installed the reshaping equipment should make rectification and upgrade their equipment within a time limit, make sure that unshaped stone chips and slag would not be traded in the manufactured sand market, and ready-mixed concrete enterprises would not be allowed to make use of unshaped machine-made sand so as to guarantee the quality and production technology of machine-made sand from the source in Ningbo.

Thirdly, all efforts would be made to increase production efficiency of state-owned enterprises. In order to better improve the quality of manufactured sand products of state-owned enterprises, the staff of Ningbo Building Materials Management Center went to the enterprises and vigorously guided them to establish digital, automatic and intelligent production lines and shipping systems, monitor and adjust the product quality and output in real time, and set a good example and benchmark for the improvement of manufactured sand quality in Ningbo. After consuming 10 million tons in 2021, the production of manufactured sand in Ningbo reached 16.8 million tons in 2022. The production and sales of manufactured sand have surpassed natural sand for the first time in history. The average utilization rate of manufactured sand in Ningbo have come up to 52%. Some ready-mixed concrete enterprises turn to 100% manufactured sand. The production of manufactured sand develops hand in hand with its quality. Up till now, the manufactured sand production enterprises in Ningbo have all installed and applied "reshaping" sand-making machines, helping most manufactured sand products increase its fineness to medium level.

Fourthly, quality inspection training should be emphasized so as to strictly control the quality of manufactured sand products before its leaving the factory. The construction sand quality controller is the gatekeeper of quality of construction sand, who would make valuable feedback on product quality and production process. The quality of the inspector directly affects the quality of construction sand. Therefore, Ningbo Building Materials Management Center (hereinafter to be referred as the Center) carried out professional training for new quality controllers(QCs). In 2022, a total of 9 sessions of 229 new QC post skill training were organized, and 218 passed the examination, with a qualification rate of 95.2%. More continuing education would be made for experienced QCs. In 2022, taking account of the new national standard of "Construction Sand" (GB/T 14684-2022) and the issue of "Technical Specification for Production of Manufactured Sand in Ningbo" and "Technical Specification for the Application of Manufactured Sand Concrete in Ningbo", a comprehensive and systematic training and education was conducted for the experienced QCs of construction sand in Ningbo, to strictly implement the practical assessment of inspectors. The Center took advantage of the quality supervision of manufactured sand enterprises to assess the practical ability of the inspectors to inspect the product quality indicators, those who failed have to be re-educated and pass the inspection exam before they go back to the inspection post.

Fifthly, full play would be given to the advantages of the platform and improve digital supervision. Since the successful operation of the "Building Material Supervision Subsystem under Digital Supervision System of Ningbo Construction Project", the supervision efficiency of construction sand in Ningbo has been significantly improved. The quality and quantity of manufactured sand products in Ningbo have been monitored through the digital system of the platform. The platform's early warning function would effectively supervise and control those enterprises who disagree with quantity or quality of the products in real time, which considerably crack down on illegal sand sources. The Center would spare no efforts to improve the top-level design of the "Building Material Supervision Subsystem" to lay a good foundation for upgrading the intelligent level of manufactured sand quality supervision.
