To further enhance the professional capabilities and practice standards of new practitioners in the field of eminent domain across Ningbo, and embed the practitioners with the concept of “lawful exercise of eminent domain”, as well as to build a team of “highly skilled, well-disciplined, and capable of handling tough tasks” in exercising eminent domain, from June 5th to 6th, Ningbo Municipal Housing Security and Eminent Domain Management Center (hereinafter to be referred to the Management Center) held the 2025 Training. A total of over 100 new practitioners conducting eminent domain from the covering departments and implementation units of various districts, counties, and cities participated in the training session.

At the beginning of the training, a training mobilization was conducted by the Management Center, emphasizing three core requirements for doing a good job in exercising eminent domain. Firstly, it is essential to firmly establish the concept of “exercise of eminent domain”, ensuring the openness and transparency in the full process, safeguarding the public’s right to know, participate, and supervise, so as to promote fairness and integrity. The practitioner should be careful to make preparation, deeply understand the situation, and formulate reasonable eminent domain plans; The practitioner should be sincere to provide zero-distance services to the public, help to solve practical difficulties; The practitioner should be determined to strengthen policy enforcement, adhere to a consistent standard, and make good use of judicial guarantees to ensure the rigidity of policy enforcement and maintain the seriousness and fairness of policies. Thirdly, all employees should resist the temptation and build a solid line of defense against corruption, strictly abide by the disciplinary red line, resolutely prevent any form of “micro-corruption” and unhealthy trends, and win the trust of the public with integrity and honesty. The important speech of the General Secretary Xi boosted morale to a great extent. The attendees were oriented and fully aware of their responsibilities, and they were highly motivated to devote themselves to learning and self improvement. The meeting also laid a solid ideological foundation for forging a backbone team which are always ready to be called upon, capable of fighting and winning in battle.

The training session closely focused on the current hot concerns and in exercising eminent domain, and the courses were carefully designed. Professional elites and assessment experts were invited from the municipal and district management centers, and project managers of Digital Ningbo were also invited to give lectures and provide guidance. The lectures covered in-depth explanations of policies and regulations, deepening practical operations, the art of working with the public, and upgrade of the application of information technology and so on. During the training, the lectures, combining their theoretical knowledge and practical experience, thoroughly interpreted national, provincial and municipal policy documents, analyzed typical cases, exchanged methods for resolving conflicts and disputes, gaining public understanding and support, shared valuable experiences and operational norms regarding key links in acquisition assessment and the formulation of compensation plans, Moreover, the latest functions and application skills of the collection management system were introduced, which supports the trainees accurately to grasp the boundaries of policies and legal requirements while enhancing their practical ability to solve complex problems, and strengthening the customer-oriented service concept and communication and coordination skills.
