Main function:

a. Be responsible for the establishment of the annual scheme of construction projects.
b. Be responsible for the application and approval of projects.
c. Cooperate with some other related departments to do the demonstration on the projects, advertisement for land and house moving, both concept and construction designs.
d. Organize the checkup for the cost of projects, the bid-winning scheme, the quality supervision, the construction management, and the acceptance of the completions of projects.
e. Guide the whole municipal construction development.
