Main function:

a. Be responsible for the examination on the administrators of the committee and the appointment and deposition of new administrators.
b. Be responsible for the examination and management of civil servants.
c. Be responsible for the management and cultivation of professionals.
d. Assist related departments to do the evaluation of academic credentials and professional titles in the construction area.
e. Guide the personnel and labor wages of all the units belonging to the committee.
f. Be responsible for the dossiers review of the persons who are going abroad.
